Bortac Training Course

BORTAC’s Selection and Training Course (BSTC) was designed to mirror aspects of the U.S. Special Operations Forces’ selection courses. The grueling BSTC, which may last over a month, begins with physical testing involving push-ups, sit-ups, pull-ups, a 1.5 mile run and a pistol qualification. BORSTAR is comprised of experienced Border Patrol agents selected from all U.S. Border Patrol sectors to attend and successfully complete the BORSTAR Selection and Training Course (STC). BORTAC agents receive “enhanced Special Forces-type training, including sniper certification,” and “the officers typically conduct high-risk operations targeting individuals who are known to.


For those unique and hazardous missions, The Border Patrol Special Operations Group is the answer. These are special teams who receive intense training to respond rapidly to situations that are usually not encountered by ordinary Border Patrol Agents. Special Operations Group trains teams in special tactics and techniques, search and rescue, and medical response capabilities. They are designed and specially-equipped to respond rapidly to emergent, uncommon, and usually dangerous situations.The regular activities that Border Patrol Agents engage in—patrolling borders, vehicle inspections, and traffic checkpoints—are not the only methods utilized by the U.S. Customs and Border Protection agency to secure the country against terrorists and their weapons. Strengthening the fight against terrorism and protecting America and its borders require more than linewatch duties. The CBP knows and understands this and have thus prepared accordingly.

The Border Patrol Tactical Unit (BORTAC) and the Border Patrol Search, Trauma, and Rescue Unit (BORSTAR), and the Border Patrol Special Response Team comprise the Border Patrol Special Operations Group. In order for the Special Operations Group to carry out their missions, the CBP plans, trains, and deploys agents to domestic and international destinations to derive intelligence in support of its antiterrorism efforts. They are also sent to give humanitarian aid and help in areas hit by disasters.

Part of the efforts of the Special Operations Group is training border police of other nations to prepare them for combat incidents. In December of last year, for instance, Belizean law enforcement personnel were trained by 8 instructors from the Special Operations Group on various techniques. From intense physical fitness training to patrolling drills to weaponry to tactical and operational modules to field medical training, the training given by the group certainly added to the knowledge possessed by the immigration and customs officers and policemen in Belize.

The Special Operations Group, however, is not for neophyte Border Patrol Agents. When you’ve served for about a couple years and want to take your career up the next level as part of The Border Patrol Tactical Unit (BORTAC), for example, you’ll have to be ready for the BORTAC Training Course. You will first be tested physically through such exercises as push-ups, sit-ups, pull-ups, and a 1.5 mile run to determine if you can handle the rigors of the job. A pistol qualification test is also going to be given during the initial testing phase. Once you have passed those, then you will have to complete a timed six-mile ruck march carrying a weighted pack. You will be tested in swimming, treading water, and drown-proofing.

If you are tough enough to pass these then you will undergo intense training in small unit tactics, operation planning, advanced weapon skills, defensive tactics, and airmobile operations for a few weeks. The final test before you can officially call yourself part of the BORTAC, you will have to show that you can function in a team environment despite intense stress and sleep deprivation.

Only when you have passed all these grueling tests will you be given the go signal to work on your Sector Special Response Team. While on the job, you will be taught more advanced tactical and weapons techniques.

Agents from the Border Patrol’s elite unit known as Bortac typically track smugglers, serve high-risk warrants and raid stash houses. For much of the past month, they have been working on the streets of Portland.

Members of the squad of roughly 120, who are trained in the use of weapons from pistols to sniper rifles, are among the most highly trained federal agents who have been sent to Oregon’s largest city and the least frequently deployed to quell unrest within the U.S.

Border Patrol officials have declined to say how many Bortac agents have been deployed. A Trump administration official said 45 agents and officers from Customs and Border Protection, the Border Patrol’s parent agency, are among the approximately 100 federal agents sent to Portland to protect federal buildings from late-night violence that has followed protests over police violence and racism.

Border Patrol Chief Rodney Scott said he volunteered the specially trained team, officially known as Border Patrol Tactical Unit, after the Federal Protective Service, which protects the federal government’s civilian facilities, requested help from other Department of Homeland Security divisions.

“FPS needed help, and Bortac was the right team,” Mr. Scott said. “Because of what they were facing, at least initially I didn’t want to send line Border Patrol agents. It’s a very urban environment, and we wanted to make sure we were sending our best.”

But local officials and civil rights activists have said highly trained federal agents like Bortac are unnecessary to protect federal buildings in Portland, and they have only heightened the tension at protests, which have grown in size during the past week.

R. Gil Kerklikowske, who ran Customs and Border Protection during the Obama administration, said having the elite unit protect buildings from unarmed civilians is overkill.

“This isn’t their expertise,” said Mr. Kerlikowske, who also previously served as police chief in Seattle. “It would be like assigning the FBI’s hostage rescue team.”

Bortac agents in Portland wear their standard-issued camouflage uniform, their faces typically covered by gas masks. They have ventured beyond the immediate vicinity of federal buildings at times and arrested at least two protesters, federal authorities have confirmed.

“We are driving around Portland, and we will arrest people who have committed a specific [federal] crime,” Mr. Scott said. “The only time they are doing anything off that compound—it’s a targeted enforcement.”

On Friday, a federal judge denied a request by Oregon’s attorney general for a temporary restraining order that would require agents to identify themselves, their agency and reasons before picking up citizens on the street, saying there was no evidence such actions were widespread.

Also Friday, Oregon’s U.S. attorney announced that 18 people had been charged with property and violent crimes committed at a federal courthouse in Portland.

Some Portland residents have said in interviews and on social media that they were frightened by the actions of federal agents they didn’t recognize. A witness who said she saw camouflage-clad agents pick up multiple protesters in a minivan with a Florida license plate said the agents didn’t say who they were or why the people were being arrested. Mr. Scott said Bortac agents have identified themselves as federal agents.

Such complaints have sparked investigations from the Justice and Homeland Security Departments’ inspectors general and congressional committees.

Mr. Scott said his agents are wearing U.S. Border Patrol and Customs and Border Protection patches on their sleeves, though he acknowledged that the insignia can be hard to read from a distance. Instead of nametags, which were removed to protect agents who have been threatened online, they wear identification codes on their sleeves.

Bortac was founded in 1984 to respond to riots and other civil disturbances in immigration jails and along the border. Based in El Paso, it has since expanded its mission to conduct high-risk raids, perform intelligence gathering at the border and train foreign law enforcement. In promotional materials, CBP says Bortac’s selection and training courses are designed to mirror those of the military’s special forces.

Among the times Bortac agents have previously operated inside the borders of the U.S. were the 1992 Los Angeles riots and the 2000 raid on the Miami home of relatives of young Cuban migrant Elian Gonzalez.

Tom Ridge, a former Republican governor of Pennsylvania and the first head of DHS, under President George W. Bush, said while the federal government should protect its property, using elite agents trained for border enforcement sends the wrong signal.

“It doesn’t look right, doesn’t feel right, it feels like you’re brushing up against the Constitution,” Mr. Ridge said.

Trump Administration, Oregon Reach Deal For Drawdown of Federal Agents In Portland

Customs and Border Protection and Immigration and Customs Enforcement agents to leave Portland on Thursday.

Oregon and the Trump administration said they have reached a deal Wednesday for a potential drawdown in Portland of federal agents whose controversial presence was at the heart of sometimes violent protests in the city over the weekend.

State police will deploy to downtown Portland, Oregon Gov. Kate Brown said, and agents from Customs and Border Protection and Immigration and Customs Enforcement will leave the downtown area, while remaining in the city.

About 45 agents from CBP have been in Portland, including members of the Border Patrol’s most elite and highly trained unit, who wear camouflage and have numerical identifiers on their arms instead of nametags alongside patches that many civilians have had difficulty recognizing.

In total, there have been about 100 agents from various federal departments in Portland defending a federal courthouse that some protesters have tagged with graffiti and shot fireworks at. Some agents have ventured beyond the courthouse and taken suspects in unmarked vans, according to witnesses and videos on social media. Thousands of peaceful protesters, as well as state and local officials, have criticized such actions and called for the agents to leave the city.

Chad Wolf, acting secretary of the Department of Homeland Security, CBP and ICE’s parent, said he would end the augmented presence of agents in Portland if security circumstances on the ground improve.
